Volgin, born between 1905 and 1914, was a boxing champion and served in the NKVD during World War II. Known for brutality, he was involved in suppressing uprisings and is alleged to have participated in the Katyn massacre. After the war, he continued his career in the Soviet government, participating in the suppression of unrest in East Germany and Hungary. He later used his influence and resources to consolidate power, building a fortress and developing advanced military technology. Volgin had a complex relationship with his subordinate, Major Raikov.
